Examples of Matthew’s training activities include the following projects:

Metro Manila Air Quality Improvement Sector Development Program Outsourcing Stack Measurements of Air Emissions Support Contract Training in USEPA Stack Testing Methods.

In early 2004, the Outsourced Sampling Project (OSP) and Support Contract (SC) were established under the Metro Manila Air Quality Improvement Sector Development Program (MMAQISDP) to provide a significant expansion and enhancement of emission source testing capacity in Metro Manila. SKM managed the support contract. As part of the SC SKM provided an extensive training program to the Environmental Management Bureau (EMB) who conduct stack testing in Metro Manila on behalf of the DENR.

A total of 45 students participated in courses varying from 5 to 12 days depending on their skill level. The base course covered 8 days, 5 theoretical and demonstration days followed by 3 live stack exercises of varying degrees. Twelve participants were then selected to conduct a master’s class to develop team leaders. A short 5 day course covering the theoretical and demonstrations only was presented to 22 non Metro Manila EMB staff with little stack testing experience.

The training was presented by two trainers to cover the work load and for safety reasons on the live stack exercises. The theoretical lectures presented the USEPA sampling techniques going from the very broad to the individual specific methods. Practical demonstrations were performed in the classroom, followed by hands on group work on a “Dummy Stack”. The live stack exercises involved conducting actual stack tests at three different facilities of increasing technical difficulties. The master’s class concentrated on developing management and safety techniques for the development of team leaders. Advanced training in USEPA Method’s 18 VOC, 23 dioxins & furans, and 29 metals.

Berkman Systems Inc, Manila Philippines – Advanced Training in USEPA Stack Testing Methods.

In-house training of environmental staff on USEPA Source Sampling Methods. Presentations covered all aspects of sampling including, equipment, reagents, field sampling, laboratory protocols and sample handling. Methods covered concentrated on USEPA Method’s 18-VOC, Method 23-dioxins & furans, and Method 29 – metals.

Department of Arts, Tourism & Environment (DATE) Tasmania, Australia – Tamar Valley Air Quality Monitoring Project.

In late 2007 the Tasmanian Government’s Department of Arts, Tourism & Environment (DATE) took over the management and operation of the Tamar Valley Ambient Air Monitoring Project from SKM. To facilitate the handover of the project Matthew developed a detailed handover procedure to ensure the integrity of the data was maintained.

The protocol was delivered at a four day training seminar in Launceston, Tasmania. The seminar included hands on practical experience in the field along with office based seminars and data handling exercises.

Environment Waikato Ecotech HiVol 3000 PUF version Training.

Matthew provided a one day training seminar to Environment Waikato staff on the operation, calibration and maintenance of the Ecotech HiVol 3000 PUF sampler. In addition to the formal training presentation, the staff were given hands on training on operation of the unit. As part of the training a detailed sampling protocol was also provided to the attendees.
